Abstract

The National Commission into the Regulation of AI in Healthcare was established by the MHRA in September 2025 as an independent expert advisory body. It was asked to consider how the UK’s regulatory and assurance framework should evolve to support the safe, effective and responsible use of AI in healthcare. This report sets out the Commission’s recommendations for a future regulatory framework. Its central conclusion is that regulation and assurance of AI in healthcare must become more proportionate, lifecycle-based and system-wide.
