On 24 November 2020 DELVE published Data Readiness: Lessons from an Emergency. The report asks how happenstance data — from phones, payments, sensors and other digital by-products — can inform crisis decisions when anonymised, aggregated and calibrated, and what institutional gaps the pandemic exposed.
Supporting technical material includes Organisational Data Maturity, prepared for DELVE by Neil Lawrence, Jessica Montgomery and Ulrich Paquet. That addendum proposes a five-level maturity model — reactive, repeatable, managed/integrated, optimized, transparent — with indicators for organisations that want better data management. It builds on Neil’s earlier Data Readiness Levels framing.
The report is among the clearest links between DELVE’s emergency work and the lab’s later agenda on data infrastructure and AI adoption. Programme context is on the DELVE project page.
