On 10 September 2026 the National Commission into the Regulation of AI in Healthcare published Recommendations for a future regulatory framework.
The MHRA established the Commission in September 2025 as an independent expert advisory body. Neil Lawrence served as a commissioner and chaired the Technology Working Group. The report’s central conclusion is that regulation and assurance of AI in healthcare must become more proportionate, lifecycle-based and system-wide — covering software and AI-enabled medical devices, and also accountability, clinical practice, organisational governance and assurance across the system. The Commission has now completed its work and disbanded. A cross-government response will follow separately.
